In February 2020, The Portuguese parliament passed a budget proposal, which sought to change the Portuguese Golden Visa program. The objective of the parliament was to promote investment in low-density areas, urban renovation, job creation, and cultural heritage. In February 2021, the official changes and their timeline were announced and the decree-law was published by the Portuguese government.
What are the most relevant changes?
1)Portuguese Golden Visa eligible investment types minimum amount to be raised after January 2022:
Mutual Funds or Private Equity Funds option: from 350,000 Euros to 500,000 Euros.
Capital Transfer option: from 1M Euro to 1.5M Euros.
2)Residential real estate investment eligible locations restricted to low-density areas.
Lisbon, Oporto, Algarve and some coastal areas will no longer qualify for the Golden Visa program (except for commercial property, like shops, offices and tourism facilities)
Residential properties have to be located in the Autonomous Regions of the Azores and Madeira or in specific low income / low density areas within continental Portugal.

When will these changes be implemented?
The Portugal Golden Visa changes will come into effect on January 1, 2022.
The current requirements will remain intact until the end of 2021. So, you may take advantage of the lower investment amounts for the various types of investment options and you can also invest in a property anywhere within Portugal throughout 2021.
Nevertheless, from 2022 onwards, there will still be attractive locations for property investment and other options such as venture capital funds, transfer of capital or creation of a company will continue to be available to prospective Golden Visa applicants.
There will be no lack of good investment opportunities compatible with this new framework, but the quality of the research and sourcing of opportunities will be even more relevant in this new context.
In a nutshell, if you want to:
Invest in residential real estate in Lisbon, Oporto or Algarve;
Make a mutual fund or private equity fund investment for 350,000 Euros
You should start the process right away.
You will need to have successfully submitted your Golden Visa application before the end of 2021.
In order to do so, you will need to get a tax ID (NIF), open a bank account, get relevant personal documents and make an eligible investment to be able to submit the Visa application.
This process takes time.
