Póvoa de Rio de Moinhos was a Portuguese parish in the municipality of Castelo Branco, in the province of Beira Baixa, Centro region (Beiras Region) and sub-region of Beira Interior Sul, with 25.57 km² of area and 663 inhabitants (2011). The population density is 25.9 inhabitants per km².
It was a town and county seat until the early nineteenth century. It was composed only of the parish of the seat. At the time of extinction it was annexed to the municipality of São Vicente da Beira, where it remained until 1895.
As part of a national administrative reform, the parish of Cafede was added to form a new parish called União das Freguesias de Póvoa de Rio de Moinhos e Cafede of which it is the seat
